Disabled Refuge Systems

According to current Building Regulations, any new non-residential buildings that have multiple levels must provide designated "refuge" areas. These areas provide secure locations where individuals who may face difficulties using fire escapes or evacuation lifts can seek help and wait until assistance arrives.

Disabled Refuge Systems (also known as Emergency Voice Communication Systems or EVCs) offer an uncomplicated and efficient two-way communication system for these areas, which can aid rescue teams in identifying where aid is necessary and reassuring individuals that assistance is imminent. Additionally, trained personnel can use these systems in sports stadiums and similar venues to promote the organised evacuation of people in the event of an emergency.

  • Disabled refuge line controllers (also known as master controllers) are devices that allow two-way communication between the people within the designated "refuge" areas and the rescue teams or emergency responders. The line controllers are typically installed at the central control room and connected to several outstations installed at each refuge area. The master unit displays the location of each call from a refuge outstation and allows the rescue teams to speak to the individuals within the refuge area and offer reassurance or guidance until help arrives. These controllers are designed to be simple and intuitive, allowing even untrained individuals to use them effectively in an emergency.

  • Type B outstations are a specific type of emergency communication device installed in designated "refuge" areas within non-residential buildings with more than one storey, as required by building regulations. They are also known as "refuge points" or "refuge call points". Type B outstations typically consist of a call point, which includes a call button and a combined speaker/microphone unit. They enable individuals in a refuge area to communicate with emergency responders via a disabled refuge line controller installed in a central control room.

    Type B outstations are designed to be used by individuals who may face difficulties evacuating a building in the event of an emergency, such as those with mobility impairments or other disabilities. They are usually located in designated refuge areas, such as fire-rated lobbies or stairwells, and can be identified by the international symbol of access.
